BACKGROUND

The National Consultative Forum is an umbrella institution with representation from all registered Political Parties and Organisations in the Country. It was launched by the Electoral Commission on 17th August, 2010; and it is currently composed of 32 members, with a Secretariat at Electoral Commission.

The vision of the NCF is to be an interparty platform for excellence in consensus building and sustainable democracy; and seeks to create harmony and peaceful co-existence through mediating, dialoging, monitoring, capacity building and conflict resolution amongst political parties and organizations as a means of promoting and sustaining democracy in our country, as its mission.

LEGAL ESTABLISHMENT

The National Consultative Forum for Political Parties and Organisations (NCF) is institutionalised by the Constitution of Uganda under Article 71(2) and operationalised under the Political Parties and Organisations Act (PPOA) of 2005 (as amended).

NCF STRATEGIC OBJECTIVES

The Strategic objectives of the NCF are guided by its five year Strategic Plan 2013 – 2018 which, among others, seeks to promote political dialogue, pursuit of consensus and national cohesion with a view of sustainable social-economic development.

FUNCTIONS OF THE NCF

Section 20 (4) of the PPO Act, No. 18 (2005) as amended, enjoins the Forum to execute the following functions:-
a) Liaising with the Electoral Commission on matters pertaining to political Parties and Organisations;
b) Ensuring that political parties and organisations comply with the code of conduct as prescribed under section 19 of the PPO Act;
c) Communicating the complaints and grievances of political Parties and Organisations to the Electoral Commission;
d) Representing Political Parties and Organisations in any case where the Parties and organisations have to give a common position
e) Resolution of disputes among Political Parties and Organisations;
f) Making recommendations to the Minister on any matter under the Political Parties and Organisations Act; and
g) Such other functions as may be prescribed by the Minister with the approval of Parliament.
